to hurricane sandy. the california national guard left yesterday's heading for n.c.. a scotchman of big c-17 cargo planes carrying helicopters are being sent also. those helicopters will be able to rescue stranded people from rooftops. they will be sent there to help with that effort. tents, medical supplies, and other deer followed. an elite group trained to deal with emergency like this was sent. >> i am highly trained personnel and the air force. they have to be qualified in t cnc foggy conditions as to start the morning. we do have a dense fog advisory issued by the national weather service. certainly keep that in mind as to get hot on the freeway. we will see sunshine into the afternoon. your temperature's very similar to what we saw yesterday's. tomorrow we have major changes talk about. a critical the cloudy afternoon. rain begins later that evening. overnight will see heavy showers waking up thursday morning looking ahead dry weather by the weekend, plenty of sunshine to go around. if temperatures will start to climb back by monday it could actually be in the low '80s. again we have

with the soviet union, so states like mississippi, states like georgia, texas, florida, southern california, arizona and north carolina are all being transformed in the post-world war ii period by this historic shift in population. just think about it. this period from 1964 to 2008 can be thought of this kind of the period of sunbelt dominance in the american presidential history. if you think about it, every president elected from 1964 to 2008 comes from a state of the sunbelt. lyndon johnson from texas, richard nixon from california, gerald ford was not even elected vice president. he was from michigan. jimmy carter from georgia, ronald reagan from california, the first george bush from texas and bill clinton from arkansas and the second bush from texas. so 2008 is in some ways a watershed election it's in being the four-year period of sunbelt dominance. there were issues that were critical in the politics that developed, they came out of the sunbelt and they tended to have a conservative back to them. they tended to be oriented around history of strong national defense, of an opposition

, and the wealthiest, biggest producing states, california, new york, texas, and florida, are going to be the biggest revenue losers because of that money being taken from them and sent to washington. and you have a state like california where the governor is trying to engineer a tax increase on top of that. how this cannot have a depresssive effect on the economy is hard to see. >> i think we also know the super wealthy know how to work the tax system. so unless there's fundamental tax reform that gets rid of a lot of the loopholes and tax advantages, someone who is very wealthy can use, you're not going to collect those revenues. more of the same with basically middle income class people getting hit. >> which of the tax increases won't take place if mitt romney is elected? >> romney said he doesn't want the big hikes on income or investment. >> going to repeal obamacare. >> also saying he wants tax reform to bring down the corporate rate to something roughly competitive with the world. i think the hope is that you would probably see if romney is elected, a postponement of the big fiscal decisions.

. it should. 160,000 jobs in ohio are no more important than 160,000 jobs in alabama or california. they are more important under our current political system. in fact, i like to imagine what politics would look like if there was no electoral college and the votes in my people of the bronx. the bronx is 1.4 million residents, more than 11 entire states. no presidential candidate there cares about what people think. it's safely blue. if they did, they might do campaign event there is and set up field offices and find a landscape different than the one we have talked about nationally. more than 30% of the burrows live in poverty. a 2011 poll from the new york daily news found one-half of the burrows residents were worried about winding up on the street. can you imagine a national political campaign that talked about homelessness? the home ownership rate in the bronx was just under 20%, which means the vast majority of residents live in rental housing and concerned with safe affordable housing and ignored in the national political conversation. think about what a radical sight it woul

. but the big dropoff, look at that, blue states, places like new york, california, massachusetts, new jersey. he's going to win the states but he's going to win them by reduced margins. it sounds credible. why? why is he losing so much ground in places where he's generally popular? >> i think there's a pretty simple formula to use to explain a lot of movement at the state level. in the places where obama won a lot of bush voters, obama has fallen back a lot and state like wisconsin, won by 14. dead heat now. he won indiana by 1% last time even though bush won it 20% and not competitive and true across the north. but in the south obama didn't really pick up white bush voters. instead, all of the gains were among nonwhite voters and changes in the composition of the electoral. those changes last today so in the south obama is holding up pretty well. but with all of these former obama-bush voters in the north and northwestern part of the country he's fallen off a bit more and i think it might be especially acute of democratically-leaning voters not as enthusiastic and republican-leaning indepen

, everybody, at 4:30. i'm jim handly. >> i'm pat lawson muse. a school in california is wrestling with a medical and ethical dilemma. coleman started a new school in palo alto, and settling in when administrators told his family he would have to transfer to a different school three miles away. coleman is a nonsymptomatic carrier of the gene for cystic fibros fibrosis. it's not contagious. but cf patients can pose dangers to each other through coughing or close contact. even near carriers of the gene can be dangerous for someone with the disease. the school system allows one patient per school and coleman's school had one student with cf before he arrived. >> coleman has attended two other schools with cf children. it's never been an issue, ever. >> in general, we would prefer that there not be more than one cystic fibrosis patient in a school. >> coleman's parents are challenging the school system in court next week. in the meantime, he's being home schooled. the average life expectancy for cystic fibrosis patients is 37 years. >>> let's get the latest word on the weather. big cha
